PERMANENT SUPPORTIVE HOUSING

Program Purpose: To assist participants in obtaining the education and skills necessary to maintain permanent housing; and to provide on-going support services to the household.

Program Description: Provides permanent supportive housing (PSH) to homeless individuals with a disability, in single and/or multiple occupancy room settings. The program provides some food, clothing, and hygiene items on a need basis. The program provides some assistance with furnishings, on a need basis, from donations to the furniture donation program. Each unit has its own bathroom, kitchenette and a sleeping space separated from the living room. There is a shared commercial kitchen, and a resident lounge. Community Services of Stark County provides on-site case management and counseling services.

This program has served 43 people, since we opened in September of 2011.

Eligibility & Program Requirements:

  • Homeless per HUD’s definition for HUD PSH and Ohio Department of Development subsidized units
  • Must have a disability per HUD’s definition of a disabling condition
  • Must qualify for and be awarded a Project-based Section 8 voucher from Stark Metropolitan Housing Authority (SMHA). Loss of the voucher will result in lose of the housing.
  • There is no time limit on length of stay
  • Low income at 50% of median for HOME subsidized units and at or below 80% of median for remaining units
  • Pass criminal record check
  • Must agree to actively participate in services geared to developing self-sufficiency skills housing maintenance skills, and addressing issues that put the participant at risk of a return to homelessness
  • No alcohol use on premises, and or no use at all based on service plan agreement
  • No drug use (verified by evidence based request for drug testing)
  • No weapons
  • Unit occupancy is restricted to a single person per HUD regulations and City of Canton Code

Cost: Rent including the tenant payment is determined by SMHA. Rent includes heat, air-conditioning, electric, water, and sewer are included in the rent charge.
