STARK AREA RAPID RE-HOUSING

(STARR)


Program Description: The program provides: needs assessments; housing search assistance & communication with potential landlords; and financial assistance for housing deposit, rent (short term only), utility deposits, limited assistance with utility arrears; limited assistance with moving (vehicle and muscles); support services including budgeting, application for mainstream assistance (such as food stamps), and understanding rental responsibilities including lease compliance

Eligibility & Program Requirements

  • Must be homeless or at imminent risk of becoming homeless per HUD’s homeless definition

  • Have at least one moderate barrier 

  • 50% or less of median OR at or below 200% of poverty, whichever is lower

  • Must be able to successfully move off the program and not need on-going financial support

  • Not likely to become homeless again

  • Must fall within the four (of 6) lowest scoring categories in the Homeless Domain Assessment

  • May be residing in a shelter, on a shelter wait list and is couch surfing, has been unable to enter shelter or timed out of shelter and is couch surfing, lost housing to foreclosure

Cost:  This is a free service to participants
